About our OTA Thought-Leaders:
Anne Laurent is a respected analyst with more than 30 years of experience reporting on federal management and the federal market —with specialties in acquisition and information technology.
She is a National Academy of Public Administration fellow.
She created The Agile Mind Thought Leadership Consulting to help companies, organizations, and agencies amplify their best ideas and innovations throughout the federal community. She founded The Acquisition Innovators Hub—an online forum, daily newsletter, and information source—to support the innovators who are creating and riding the avalanche of change in the way the government buys the capability to deliver services to the American people.
As a subject matter expert with the Consortium for Advanced Management International, she is studying lessons for the U.S. government from procurement and IT transformation in the United Kingdom.
Anne has been director for strategic initiatives at ASI Government, led defense, aerospace and federal market analysis for Bloomberg Government, was executive editor of Government Executive magazine, directed CGI Federal’s Initiative for Collaborative Government, was Senior Editor of Federal Times newspaper.
Benjamin McMartin is a member of the Michigan State Bar since 2008. He holds a B.A. in History from Oakland University, and a J.D. from the University of Detroit-Mercy School of Law. Mr. McMartin currently serves as Chief of the Acquisition Management Office for the U.S. Army Tank Automotive Research, Development and Engineering Center (TARDEC) in Warren, Michigan, responsible for management of two consortium-model Other Transaction Agreements (OTAs):
The Detroit Arsenal Automotive OTA (DA2-OTA) (7 years / $700M); and the Ground Vehicle Systems OTA (GVS-OTA) (5 years / $2B), with technical focus areas in automotive, autonomy, mobility, ground combat systems, and related technologies.
Mr. McMartin is a former Contracting and Grants/Agreements Officer, responsible for planning, solicitation, evaluation, award, and administration of contracts, grants, cooperative agreements, and other transaction agreements at the Army Contracting Command – Warren (ACC-WRN). Prior to entering Federal service, Mr. McMartin practiced law in the areas of commercial transactions and litigation.
