Overview:
The American Small Business Coalition has received a request from one of the Top 10 companies of the Washington Technology Top 100 Federal Contractors who is seeking qualified small businesses interested in being considered as partners for the INSCOM Omnibus III opportunity.


Omnibus III Background:
The Department of the Army, U.S. Army Intelligence and Security Command (INSCOM), has a requirement for worldwide service and support of a wide range of technical and management functions. The objectives of this procurement: (1) Support of INSCOM’s mission performance to include technical, management, logistics, administrative, information technology, and system support, which directly interfaces with intelligence producers, decision authorities, and intelligence support organizations at INSCOM and other locations as necessary; and (2) provide a source of high quality services to support INSCOM and its MSCs in meeting mission critical requirements. The contractor must be able to maintain, sustain and provide support for existing information technology tools and systems.

TS/SCI security clearance is a mandatory prerequisite.

To be considered for this opportunity, your company must:

  1. Have existing  or recent business (within the last year) with U.S. Army INSCOM as a prime or subcontractor that is relevant to the scope of Omnibus III Service Area 3-Intelligence Support. (Work that is similar in scope at another IC organization will be considered.)
  1. Have an active Top Secret Facility Clearance.
  2. Have employee resources cleared to TS/SCI.
  3. Meet the applicable size standard of $7.0M for the Service Area 3 NAICS Code of 541990.
  4. Be one or more of the following small business/socioeconomic designations:
    1. Small Business
    2. Small Disadvantaged Business
    3. Women-Owned Small Business
    4. HUBZone Small Business
    5. Service-Disabled-Veteran-Owned Small Business
    6. Historically Black Colleges and Universities/Minority Institutions
  5. Be able to demonstrate expertise and past performance for the activities described in Service Area 3-Intelligence Support sample task orders Echo, Foxtrot and/or Gulf.
  6. Provide the information requested in the form below.
Response will be accepted until Noon on Wednesday, December 9th. Companies selected for additional discussions will be contacted by the prime contractor directly. Teaming relationships developed as a result of this call for partners will be non-exclusive.
