Small Business Teaming/Subcontract Opportunity (SBTO)

The American Small Business Coalition (The ASBC) is conducting a search for small businesses with the attributes and qualifications described below to be matched to a partner organization seeking viable partners to participation in an upcoming U.S. Government procurement opportunity.

In order to be considered for this opportunity, respondents must meet the criteria indicated below and complete the form in its entirety.

About The American Small Business Coalition

The American Small Business Coalition is a membership organization exclusively focused on supporting the development of relationships, best practices and market intelligence for companies doing business in the government sector. Our primary goal is ensuring that government agencies are able to identify viable and vetted companies who can support their mission requirements, and that those companies have access to an established and trusted community of current and retired leaders from Government and Industry.

We are seeking companies that meet the definition of a Small Business for Government Contracting purposes. This includes companies designated as:

  • Small Business (SB)
  • Woman-Owned Small Business (WOSB)
  • Service Disabled Veteran-Owned Small Business (SDVOSB)
  • 8(a) Business Development Program Participant
  • Historically Underutilized Business Zone (HUBZone) Concern
  • Alaskan Native Corporation (ANC)

(Our partner will be selecting 1-2 companies from each designation for this opportunity)

  • Companies with "terminations for default" will not be considered.

  • Companies listed in EPLS will not be considered.

  • Companies whose principals are listed in EPLS will not be considered.
  • In order to be considered for this opportunity you/your company must be willing to place employees OCONUS with military personnel.
  • You should have a facilities clearance (FCL) issued by the U.S. Government. Our partner is possibly willing to sponsor successful candidate companies who do not currently possess and FCL.
  • Successful respondents will have current (within the last three years) and relevant past performance under NAICS Code 541930 which is described as "This industry comprises establishments primarily engaged in translating written material and interpreting speech from one language to another and establishments primarily engaged in providing sign language services." The size standard for this NAICS Code is $6.5M.
  • Companies with little or no past performance in this area must be able to provide significant past performance in related areas. Our partner is possibly willing to assist exceptional candidate companies with acquiring the preferred past performance with immediate subcontracting opportunities on existing tasks.

  • The successful candidate companies will have experience with the Department of Defense (DoD) of the U.S. Intelligence Community (IC).
  • Companies interested in this opportunity must be willing to undergo a financial background investigation. Interested companies must also be willing to validate their small business status.

  • All fields in the attached form must be completed with truthful and accurate information to be considered.


  • Successful companies must be willing to engage in an exclusive teaming agreement.

  • Company representatives are required to bring documents which validate past performance.

Due to the nature of the relationship(s) our partner seeks to establish, an engagement via Mentor Protege Program is a consideration.

Successful companies should expect revenues of at least $3M annually under the anticipated tasks.
