CONUS AND OCONUS

OVERVIEW

The Department of the Army, U.S. Army Intelligence and Security Command (INSCOM), has a requirement for worldwide service and support of a wide range of technical and management functions and that directly interface with intelligence producers, decision authorities, and intelligence support organizations at INSCOM.

TS/SCI security clearance is an absolute requirement.

Specific Tasks to Be Performed

Provide support in Intelligence/Operations Support. Task Orders, in the form of Performance Work Statements (PWS), will be issued to the contractor to initiate and work under this contract.

This contract will cover INSCOM’s worldwide multi-discipline requirements to include the following geographic locations:

Pacific Command (PACOM), U.S. Forces, Korea (USFK)

European Command (EUCOM), Southern Command (SOUTHCOM)

Central Command (CENTCOM), Northern Command (NORTHCOM),

Africa Command (AFRICOM) and Continental United States (CONUS).


Specific Requirements for Intelligence and Operation Support

Provide support to collect, analyze, evaluate, interpret, and disseminate information relating to various aspects of intelligence to include, but not limited to, political, economic, military, geospatial, counterintelligence, counter-narcotics, and counter-terrorism issues. Provide analysis and expertise to support CI, HUMINT, IMINT, MASINT, OSINT, ALL SOURCE, and SIGINT plans, collections, and operations.

Provide intelligence analysis in support of Information Operations, and SIGINT support to Computer Network Operations.


Past Performance Requirements

  1. Projects with a value of approximately $5,000,000 yearly, ongoing or completed, performed by the contractor (preferably as a PRIME).

  1. Contract must have been performed during the past seven years

Small Business Subcontracting Goals

The large business contractor will be required to achieve a minimum level of 25% of total contract/task value for small business subcontracts. The 25% small business subcontracting requirement will include, as a minimum:

Small Business 25.0%

Small Disadvantaged Business 5.0%

Women-Owned Small Business 3.0%

HUBZone Small Business 3.0%

Service-Disabled-Veteran-Owned Small Business 2.0%

Historically Black Colleges and Universities/Minority Institutions 2.0%

Priorities:

  1. Relevant Prime Past Performance at:
    1. INSCOM,
    2. DoD Intel agencies, and then
    3. IC in general

  1. Companies that have performed work in each of the COCOMS listed above

  1. Must be able to carry TS/SCI personnel – so they must have a TS Facility Clearance

  1. Socio-economic alignment with the goals listed above
