Folks, you are not going to believe this one. It's a good thing and I'm still trying to recover from the shock to my system. A solid idea has been birthed on the Hill that does not involve merging agencies, inventing the next NAICS Code system, redefining what a small business is or penalizing agencies ten percent of their procurement dollars.

Congressman Mark Critz, a member of the House Small Business Committee has introduced the Small Business Procurement Improvement Act of 2012 (H.R. 4118) that contains an idea I've been offering up for a few years.

The essence of the act is: To help small businesses continue to grow, Critz’s legislation raises the limit so that any federal contract up to $200,000 must be reserved for award to only small businesses. The bill also increases the small business share of multiple award contracts.

To put this in perspective, there were more than three million contract actions issues in FY11 year valued up to $200,000. According to FPDS-NG these contract actions amounted to a total of $23,050,739,473 in agency spending. Also according to FPDS-NG,, of that total, $16.4 billion was awarded to small business in FY11. 

An additional $6.5 billion for small businesses last fiscal year would have be a good thing.
