It's easy to get transfixed on the large contract vehicles that bring lofty ceiling values, including the Homeland Security Department's $22 billion Eagle II contract for technology buys and the Air Force's $24 billion Network-Centric Solutions-2 contract, to name a couple in the works. The problem? The run-time involved in these competitions can be excruciating.
