Matthew Weigelt of FCW recently reached out to our Chief Visionary and two other industry experts (Bill
Gormley, former assistant acquisition commissioner at GSA and Robert
Burton, former deputy administrator at the Office of Federal
Procurement Policy) for recommendations the new Administration
should consider in the areas related to Government Acquisition. The
article which is entitled "A handbook on acquisition reforms"
discusses three topics: the General Services
Administration's schedule contracts, interagency contracting and
small-business set-aside contracts, experts say President Barack
Obama's acquisition team needs to get up-to-speed on in particular.

So what is a small business anyway?
If your organization is a small business as currently defined
by SBA Size Standards, you will want to be sure you understand the impact of H.R. 3558
proposed by a U.S. Congressman from Alabama.
In summary, the proposed bill is "To allow incumbent
contractors to be eligible to re-compete for Government contracts as small
businesses, and for other purposes.
a nutshell, the proposition is that if a company was a small business
when they won a contract would revert to being a small business as a
result of losing said contract, then they would be eligible to
participate in the recompete as a small business, even though they are
still considered "other than small business." What about the three year
