VDBA and The ASBC Create Public-Private Partnership to Reach for the STAR$

Public-Private Partnership to aid in growth of Virginia’s small business community

RICHMOND, VA and COLUMBIA, MD JUNE 26, 2007 –The Virginia Department of Business Assistance (VDBA) today announced a joint venture with The American Small Business Coalition (The ASBC) to increase expansion for the Commonwealth’s small, women and minority-owned businesses through an open exchange of industry information, co-marketing and educational opportunities.

“This partnership will focus on enhancing the functional knowledge of small companies that wish to do business with the Commonwealth,” said Louisa Strayhorn, VDBA agency director. “In turn, this will help VDBA deliver positive results in the shortest possible timeframe and provide agencies in the Commonwealth of Virginia with a host of well-trained and prepared companies responding to solicitations.”

VDBA STAR$ Initiative

The partnership, which goes into effect immediately, will initially serve businesses participating in the STAR$ program. STAR$, short for State Technical Assistance Resource Support, is the program developed by VDBA to meet the requirements of Executive Order 33, signed by Governor Timothy Kaine in August 2006. STAR$ is also designed to improve small, woman and minority-owned (SWaM) business participation in the Commonwealth’s procurement system and business opportunities.

How STAR$ Works

VDBA’s team of mentors will work with protégé companies to develop and implement processes to address both general business and specific procurement issues. The mentoring may focus on infrastructure, financing, marketing, human resources, or operational efficiency. Special attention will be focused on developing techniques for identifying and capturing business opportunities. The composition of the mentor teams will vary depending on the needs of the protégé company. Through the efforts of the agency director and the state’s Secretary of Administration Viola O. Baskerville, opportunities will be identified for the STAR$ protégés at the universities and major agencies who procure goods and services on behalf of the Commonwealth.

“The ASBC was formed specifically for this purpose,” commented Guy Timberlake, co-founder and chief visionary of The American Small Business Coalition. “Our mission is to help connect the dots between government and industry so both are able to achieve their respective goals and objectives.”
