ITEC4 ITS-SB Opportunity: A Qualification and Capture Discussion

The U.S. Army Small Computer Program (ASCP) in coordination with the Army Contracting Agency (ACA), Information Technology, E-Commerce and Commercial Contracting Center (ITEC4) is currently developing the acquisition strategy for the Information Technology Services Small Business (ITS-SB) acquisition. The purpose of this acquisition is to engage small businesses capable of supporting the Army's Enterprise Infrastructure and Infostructure goals with information technology services at a reasonable price, consistent with DoD and Department of Army policies on standardization and interoperability. The government intends to conduct this acquisition under Federal Acquisition Regulation Part 15.

The eventual contract type is intended to be a small business set-aside with the business size standard of $23M, multiple-award, performance-based (as described in FAR Part 37.6), Indefinite Delivery/Indefinite Quantity (IDIQ), Firm-Fixed Price (FFP) contract with fully-burdened composite labor rates.

On February 5th (SOLD OUT) and February 22nd, The American Small Business Coalition will host a briefing to provide insight to those companies considering the ITS-SB acqusition as a prime or teaming opportunity. Guy Timberlake is Co-Founder and Chief Visionary of The American Small Business Coalition. He has over 20 years of succesful government sector experience as a sales, business development and program management professional and has captured and managed information technology and telecommunications programs.

Robert Guerra was the founding president of the Bethesda/NIH chapter of AFCEA, former program chairman of IAC, former executive to several federal contractors and has been selected five times to the FCW Federal 100.

Kevin Carroll is the former PEO EIS with over 30 years of Government experience, responsible for the program management of Army business and combat service support systems, as well as communication and computer infrastructure.

COL Tom Hogan, USA (ret.) is a graduate of the USA Military Academy and has over 25 years of military experience. He is the former Military Deputy PEO EIS with experience serving as an enterprise-level project manager, chief of acquisition management, and other key positions.

James Dunn is Executive Consultant for Red Team Consulting with over 20 years of federal contracting experience. He is the former COO of a diversified 8(a)-certified contractor, and former VP of Business Development for a large federal IT contractor.
