ITEC4 ITS-SB Opportunity: A Qualification and Capture Discussion

The U.S. Army Small Computer Program
(ASCP) in coordination with the Army Contracting Agency (ACA),
Information Technology, E-Commerce and Commercial Contracting Center
(ITEC4) is currently developing the acquisition strategy for the Information Technology Services Small Business
(ITS-SB) acquisition. The purpose of this acquisition is to engage
small businesses capable of supporting the Army's Enterprise
Infrastructure and Infostructure goals with information technology
services at a reasonable price, consistent with DoD and Department of
Army policies on standardization and interoperability. The government
intends to conduct this acquisition under Federal Acquisition
Regulation Part 15.
The eventual contract type is intended to
be a small business set-aside with the business size standard of $23M,
multiple-award, performance-based (as described in FAR Part 37.6),
Indefinite Delivery/Indefinite Quantity (IDIQ), Firm-Fixed Price (FFP)
contract with fully-burdened composite labor rates.
