DLA takes next step in extending Enterprise Business System with new contract
Defense Logistics Agency awarded a new performance-based services contract March 30 to a team led by Accenture National Security Services Inc. of Reston, Va., with such industry partners as Bearing Point, SAP, JDA (Manugistics), Northrup Grumman, SAIC, InTeros and many small businesses. The new contract arrangement continues the Agency’s transition to an integrated Enterprise Business System, building on its recently completed Business Systems Modernization program, as well as the Customer Relationship Management and Product Data Management Initiative programs.
The new five-year information technology services contract, with five option years, provides the necessary integration and sustainment support to continue to maintain and improve the business system that BSM introduced over a multi-year period as the core architecture supporting DLA’s ongoing transformation. The average annual contract value is estimated at about $35 million.
This new contract incorporates lessons learned from DLA’s use of Enterprise Resource Planning and demand chain planning software during the last several years. It was designed to be more flexible to enable DLA to meet new business requirements. That flexibility will be critical as DLA extends the logistics enterprise to support BRAC and to better connect warfighter demand with supply.
In addition to EBS sustainment and improvement, the contractor team will also provide the information technology services needed in the future to upgrade existing IT functionality and introduce new SAP and Manugistics capability, as needed, in order to continuously improve system support to the DLA work force.
Among the features now available with this new contract arrangement:
A more flexible method to address lessons learned from BSM implementation and to provide the contractor support to Information Operations (J-6) to respond to trouble tickets and systems change requests
Use of better tools for the J-6 developers and sustainers for long-term maintenance of the EBS.
Ability to leverage an enhanced range of competencies through teaming partners and sub-contractors.
A team that includes nine small business partners that will perform 23 percent of the work.
An updated business system support operating model to better reflect post-BSM goals, objectives, priorities and performance metrics.
Contractor personnel under this contract will be located at the J-6 locations in Columbus, Ohio; Battle Creek, Mich.; Philadelphia; and Alexandria and Richmond, Va. Congratulations to our Member Jennifer Bisceglie of InTEROS Solutions on their win!!!
