Federal agency use of Simplified Acquisition Procedures(SAP) to fulfill business and mission needs has been on the rise since FY2000. Even with budget cuts, continuing resolution and increased use of GSA Schedules and other "Required Sources of Supply,” federal agencies have issued $33 billion dollars in purchases since the start of FY2011 versus $31 billion dollars spent this way from FY2000 to FY2010.

During this session, participants will be provided a summary background on the Simplified Acquisition Procedures and Threshold, which agencies buy this way, how much they spend and what they purchase. We will also discuss the June 2012 joint memo issued by OFPP and SBA that thrust Simplified Acquisitions into the spotlight, and the recently revised FAR exception that greatly increases the overall value of these purchases. Attendees will learn how the "Rule of Two” affects small government contractors and ultimately, resources they can use to find these opportunities to grow their business.

This edition of The ASBCs of Government Contracting™ is presented by Guy Timberlake, Co-Founder and Chief Visionary Officer of The American Small Business Coalition, an innovative membership organization supporting the business and mission requirements of U.S. Government agencies and helping small government contractors achieve their organizational growth goals and minimizing their dependence on small business assistance programs.

Since 1988, Guy has successfully sold goods and services to civilian, defense and intelligence agencies using an array of acquisition methods to include Simplified Acquisitions. His early successes in utilizing these lower risk buys to develop relationships and trust with agency customers, led to his first million dollar deal with the Navy in 1994, providing technology solutions for the F/A-18 Electronic Classroom program.

He has been educating government contractors about federal agency streamlined purchases since 2004, and has helped member companies of The American Small Business Coalition to find and win tens of millions of dollars in streamlined opportunities, and billions of government contracting dollars overall.
