Federal agency use of Simplified Acquisition Procedures
(SAP) to fulfill business and mission needs has been on the rise since FY2000.
Even with budget cuts, continuing resolution and increased use of GSA Schedules
and other "Required Sources of Supply,” federal agencies have issued $33 billion
dollars in purchases since the start of FY2011 versus $31 billion dollars spent
this way from FY2000 to FY2010.
During this session, participants will be provided a summary
background on the Simplified Acquisition Procedures and Threshold, which
agencies buy this way, how much they spend and what they purchase. We will also
discuss the June 2012 joint memo issued by OFPP and SBA that thrust Simplified
Acquisitions into the spotlight, and the recently revised FAR exception that greatly increases the overall value of these purchases. Attendees will learn how the "Rule of Two”
affects small government contractors and ultimately, resources they can use to
find these opportunities to grow their business.
