Wednesday, June 25th at the City Club of Washington at Columbia Square
as we welcome Congressman C.A. Dutch Ruppersberger of Maryland for an
insightful roundtable discussion.
Congressman Ruppersberger hails from Maryland's 2nd District and is serving his third term in the House and has agreed to cover several topics for us that morning to include:
- His work on the Permanent Select Committee on Intelligence
- His work on the Appropriations Committee
- Upcoming opportunities related to his work on both committees (program management, construction, IT services and more)
- How to maximize upcoming opportunities
- An opinion on potential changes for both committees based on a new President and Congress.
Permanent Select Committee on Intelligence
is important for the nation to have a robust intelligence capability,
it is also important to have an effective oversight process to ensure
that intelligence resources are not misused and that intelligence
activities are conducted lawfully. Intelligence operations and law
enforcement activities are governed by laws which are not in all cases
the same. Ensuring that these laws are followed is a key component of
our oversight responsibilities and was the primary reason for the
creation of the congressional intelligence committees. The sensitive
nature of intelligence requires that the budget receive an extra amount
of congressional scrutiny, and there is a legal requirement that
intelligence funding not only be appropriated, but authorized as well.
Congressman Ruppersberger is a member of the following Intelligence Subcommittees:
- Subcommittee on Human Intelligence, Analysis, and Counterintelligence
- Subcommittee on Intelligence Policy and National Security
- Subcommittee on Technical and Tactical Intelligence
Committee on Appropriations
Committee on Appropriations is responsible for drafting all spending
bills for Congress. The U.S. Constitution grants Congress the "power
of the purse”. Through the appropriations process, Congress determines
spending levels for all other departments in the federal government.
The Appropriations Committee also conducts oversight hearings to ensure
that taxpayer money is being spent appropriately.
Congressman Ruppersberger is a member of the following appropriations subcommittees:
- Commerce, Justice, and Science
- Financial Services and General Government
