FY End 2013 means $750 million in purchase order wins for small federal contractors, so far...

If such a thing exists anymore, this has not been a prototypical end to the government fiscal year. According to a lot of companies I've talked to since the start of the busy season, there has been lots of busy work, but when it comes to the bottom line, there's not much to show.

While most of us hope and others believe something will happen to "make it rain" before September 30th arrives, one area of government contracting that should have the attention of most small federal contractors, has crested the billion dollar mark since the start of July.  What is it you ask?

It happens to be one of the easiest ways for federal agencies, boards and commissions to buy goods and services. It does not require an established contract vehicle such as a GSA Schedule BPA or GWAC and, it most often leverages an acquisition method that is faster, has a reduced administrative burden for both Government and Industry and was developed in part, to create more opportunities for small business concerns.

Give up? I'm talking about purchase orders and especially those leveraging Simplified Acquisition Procedures. Now before you get up and walk away from the table thinking these buys are "small potatoes" give me your attention for about three more minutes.

Here's some info to keep your attention. Since July 1st:

  • 58 federal agencies have awarded $1.3 billion dollars in purchase order buys;
  • Treasury, VA, HHS, State Department and Interior round out the top five with $778M of the total spend;
  • Small business set-asides total $307 million;
  • Total Small Business Set-Aside, 8(a) Sole Source, SDVOSB Set-Aside, 8(a) Competed and Reserved for Small Business account for $300 million of the set-aside total;

  • Contracting Officer's cite awarding $754 million to small business concerns (of the $1.3 billion);
  • There are 966 NAICS Codes referenced with the top five accounting for $365 million;
  • More than $843 million of the total spend was competitively awarded (see graphic below).


What's my point? While you are staring at your screen scraping FBO.gov, spending time and money on unqualified meetings and networking events or similar, other companies are more than keeping the lights on by tracking and closing deals as large as $14 million dollars (Yes! $14M on a single purchase order!) which you likely never saw or knew where to look for it.
