This Week's Simplified Acquisition Snapshot™: Maryland

When we pulled the YTD data for FY12 spending in the The Free State (or Old Line State), we found that forty-four (44) federal agencies, boards and commissions combined to spend $643 million dollars using simplified acquisition procedures where Maryland is identified as the place of performance (an average of $29,623.55 per contract action). NOTE: As of the date of publication, the FPDS-NG spending total for this place of performance is $673 million for FY12 and $9.6 million for FY13**.

The top five contracting departments by spending at the time of the report are: Department of Health and Human Services, Department of Defense**, Department of Commerce, Department of Homeland Security and the Department of Veterans Affairs. These organizations have contributed to the processing of 25,513 simplified acquisition contract actions* fiscal year-to-date. Based on the reported number of offers received by the Government (50,585) fewer than two offers were received for each reported contract action.

The top five (5) products/services that account for over $166 million of this state's total simplified acquisition spending fiscal year-to-date are:

  • Support- Professional: Other
  • Utilities - Electric
  • Laboratory Equipment and Supplies
  • ADP Software
  • IT and Telecom - Other IT and Telecommunications

Spending Highlights
Other factoids of interest as you pursue opportunities here include:

  • Total dollars awarded YTD to small business: $365,570,441.64;
  • $431,428,852.44 of the contract dollars spent fiscal year-to-date were competitive purchases.
  • The top five (5) contracting departments contributing to this year's streamlined purchase spending account for more than $468 million dollars of the total YTD spending.
  • The top five (5) NAICS Codes by spending (of the 729 NAICS Codes used to-date) account for $136,824,319 of total state spending YTD. There are ninety-eight (98) NAICS Codes where YTD spending exceeds $1 million dollars.
  • 159 funding agencies account for total FY12 simplified acquisition spending YTD in this state. National Institutes of Health leads all funding agencies with $181,468,876.88 in spending.
  • The top Contracting Office by spending YTD is NIH's OD OM ORFDO OA OFC ACQUISITIONS having posted $54,711,984 in purchases.

  • Twenty-two (22) contracting departments issued payments via GSA SmartPay/SmartPay2 Purchase Card for a YTD total of $9,139,241.72.DoD, VA, and HHS lead in this area.
  • YTD purchase card spending is distributed among 243 NAICS Codes.
  • The top NAICS Code for this report is represented by a single purchase card payment of $983,340 made by the National Institutes of Health.
  • The top five NAICS Codes (for payments by SmartPay) account for $3,935,288 in spending YTD

What is a Simplified Acquisition?
By definition, a simplified acquisition is one of the easiest ways for federal agencies to purchase goods and services in support of business and mission operations, and each fiscal year, hundreds of thousands of contract actions worth billions of dollars are issued to companies located around the world.

The Federal Acquisition Regulation (FAR) indicates this method is intended to reduce the administrative burden associated with these acquisitions for both Government and Industry, and are used to procure goods and services including research and development, construction and commercial items, that fall within the Simplified Acquisition Threshold.

Additionally, the Simplified Acquisition Procedures (SAP) were established to create additional business opportunities for small and disadvantaged business concerns in government contracting. Often, this presents a great opportunity for companies new to an agency (or new to government contracting) to get a "foot in the door" because of the lower level of associated with these purchases.
