This Week's Simplified Acquisition Snapshot™: Kentucky

When we pulled the YTD data for FY12 spending in the The Bluegrass State, we found that twenty-four (24) federal agencies have combined to spend $55 million dollars using simplified acquisition procedures where Kentucky is identified as the place of performance (an average of  $21,872 per acquisition). NOTE: As of this report's publication, the FPDS-NG spending total has increased to $60,264,164.00.

The top five contracting departments by spending are: Department of Defense, Department of Justice, Department of Veterans Affairs, Department of Agriculture and the General Services Administration. These organizations have contributed to the processing more than 2,953 simplified acquisition contract actions* fiscal year-to-date.

4th Quarter Alert! For a historical perspective, according to FPDS-NG, federal agencies doing business here issued a little over $154 million dollars in simplified acquisitions during FY11 with $51 million of it occurring during Q4 FY11.

The top five (5) products/services that account for roughly $15 million of this state's total simplified acquisition spending fiscal year-to-date are:

  • Office Furniture
  • Operation of Dining Facilities
  • Outerwear, Men's
  • ADP Input/Output and Storage Devices
  • Clothing, Special Purpose

Spending Highlights
Other factoids of interest as you pursue opportunities here include:

  • Total dollars awarded YTD to small business: $24,812,331.54;
  • $28,070,674.93 of the contract dollars spent fiscal year-to-date were competitive purchases.
  • The top five (5) contracting departments contributing to this year's streamlined purchase spending account for $52.4 million dollars of the total YTD spending.
  • The top five (5) NAICS Codes by spending (of the 400 NAICS Codes used to-date) account for $17,823,933 of total state spending YTD. There are ten (10) NAICS Codes where YTD spending exceeds $1 million.
  • 79 funding agencies account for total FY12 simplified acquisition spending YTD in this state.
  • 397 specified funding offices and 6 unspecified funding offices have participated in YTD spending.

GSA SmartPay/SmartPay 2 Purchase Card Payment Information

  • Ten (10) contracting departments issued payments via GSA SmartPay/SmartPay2 Purchase Card for a YTD total of $4,350,547.82. DoJ, VA and DoD are the top three.
  • YTD purchase card spending is distributed among 100 NAICS Codes.
  • The top five (5) NAICS Codes account for $2,715,717.19 in purchase card payments YTD.
  • 423990 Other Miscellaneous Durable Goods Merchant Wholesalers is the top NAICS Codes for purchase card payments.
  • Federal Prison System, Veterans Affairs, Department of the Army, Forest Service and Defense Commissary Agency are the top five contracting agencies issuing simplified acquisition payments via the purchase card.

Here's some additional information.

What is a Simplified Acquisition?
By definition, a simplified acquisition is one of the easiest ways for federal agencies to purchase goods and services in support of business and mission operations, and each fiscal year, hundreds of thousands of contract actions worth billions of dollars are issued to companies located around the world.

The Federal Acquisition Regulation (FAR) indicates this method is intended to reduce the administrative burden associated with these acquisitions for both Government and Industry, and are used to procure goods and services including research and development, construction and commercial items, that fall within the Simplified Acquisition Threshold.

Additionally, the Simplified Acquisition Procedures (SAP) were established to create additional business opportunities for small and disadvantaged business concerns in government contracting. Often, this presents a great opportunity for companies new to an agency (or new to government contracting) to get a "foot in the door" because of the lower level of associated with these purchases.
