Simplified Acquisition Snapshot™: Alabama

When we pulled the data for FY12 spending in The Yellowhammer State/Cotton State/Heart of Dixie, we found that twenty-four (24) federal agencies combined to spend just over $52 million dollars using simplified acquisition procedures where Alabama is identified as the place of performance.

What is a Simplified Acquisition?
By definition, a simplified acquisition is one of the easiest ways for federal agencies to purchase goods and services in support of business and mission operations, and each fiscal
year, hundreds of thousands of contract actions worth billions of dollars are issued to companies located around the world.

The Federal Acquisition Regulation (FAR) indicates this method is intended to reduce the administrative burden associated with these acquisitions for both Government and Industry, and are used to procure goods and services including research and development, construction and commercial items, that fall within the Simplified Acquisition Threshold.

Additionally, the Simplified Acquisition Procedures (SAP) were established to create additional business opportunities for small and disadvantaged business concerns in government contracting. Often, this presents a great opportunity for companies new to an agency (or new to government contracting) to get a "foot in the door" because of the lower level of associated with these purchases.

This Week's Simplified Acquisition Snapshot

The top five contracting departments by spending are: Department of Defense, Department of Justice, Department of Veterans Affairs, Department of Homeland Security and the Social Security Administration. These organizations have processed 5,048 simplified acquisition contract actions* fiscal year-to-date.

The top five (5) products/services accounting for over $15 million of this state's total simplified acquisition spending fiscal year-to-date are:

  • Support - Professional: Other
  • Medical - General Health Care
  • Flags and Pennants
  • Support - Professional: Engineering/Technical
  • Maint-Rep-Alt/Other Residential Bld

Spending Highlights
Other factoids of interest as you pursue opportunities here include:

  • Total dollars awarded to small business: $34,448,890.04 fiscal YTD;
  • Just over $37 million of the contract dollars spent fiscal year-to-date were competitive purchases.
  • Of the 68 contracting agencies contributing to this year's streamlined purchase spending, Department of the Army, Federal Prison System, Department of Veterans Affairs, U.S. Coast Guard and Defense Logistics Agency make up the top five with just over $40 million dollars in combined spending.
  • The top five (5) NAICS Codes by spending (of the 408 NAICS Codes used to-date) accounted for $17,867,758 of the total state spending, fiscal year-to-date.
  • 909 named and twenty-three unspecified funding offices have contributed to FY12 simplified acquisition spending in Alabama YTD.

GSA SmartPay/SmartPay 2 Purchase Card Payment Information

  • Ten (10) contracting departments issued more than 536 payments using the GSA SmartPay/SmartPay2 Purchase Card for a YTD total of $4,265,346.94.
  • $3,321,124,45 of these purchase card payments were made to purchases that were competitively awarded.
  • Total purchase card spending YTD is distributed between 125 different NAICS Codes.
  • The top five (5) NAICS Codes account for $1,570,301.72 in purchase card payments YTD.
  • Department of the Army is the top contracting agency issuing $2.2 million in purchase card payments YTD.
  • While nearly three hundred contracting offices have played a role in this year's purchasing, only 47 have issued payments via purchase card. The Property Division at Anniston Depot (W0LX) has issued the most purchase card payments YTD.
  • Small Businesses realized $3,141,225 in purchase card payments YTD.

Contract action does not include grants, cooperative agreements, other transactions, real property leases, requisitions from Federal stock, training authorizations, or other non-FAR based transactions.
