In the recent FCW article "OMB wants small purchases going to small firms' the focus is on adding small business tracking to micropurchases which makes me wonder if the added cost of implementing the reporting will diminish the savings benefits.
Here's an idea, let's take an existing program that already has reporting requirements and accounts for much more in spending and would create more positive impact.
Per the FAR, agency requirements purchased using the Simplified Acquisition Procedures should be set-aside if two or more small businesses can satisfy that requirement. These streamlined acquisitions that are traditionally valued between $3K to $150K accounted for over $7 billion dollars in small business spending during FY11 (of more than $14 billion spent under SAP).
Why not make the existing small business 'reservation' a 'total set-aside' and put an additional $7B in opportunities on the plate of the many hungry and more than qualified small businesses?
